History and Development of Centre for e-Learning

UMS E-Learning began in 2000 under the Media and Education Technology Unit (UMTP) and later under the responsibility of the Center for Academic Development (PPA - now PKPKA) from 2006 to 2008. Since 2009, e-learning has only operated under the UMS E-Learning Committee (led by the Academic TNC) and the E-Learning Implementation and Monitoring Committee (led by the Head of CAP E-Learning) without the patronage of any CENTER (no operational provision). Since the launch of the National e-Learning Policy (DePAN) by the Honorable Minister of Higher Education (current name is the Ministry of Education Malaysia) on 16 April 2011, e-learning has been included as a KPI of the Ministry of Education Malaysia (MOE) and also as a KPI of UMS. The National e-Learning Policy (DePAN) has been formulated taking into account the five main pillars, namely infrastructure, organizational structure, curriculum and e-content, professional and cultural development. According to DePAN, all UMS lecturers must have teaching and learning materials in the form of e-learning. The establishment of the UMS E-learning Unit (UNEP) was established on 1 June 2014 and was subsequently upgraded to an E-learning Center on 2 August 2017.

The impetus which drives CEL is derived from Malaysian Ministry of Higher Education’s Blueprint for Higher Education and the National e-Learning Policy (Dasar e-Pembelarajan Negara 2.0, DePAN 2.0). The Malaysian Education Blueprint emphasizes ten strategic shifts among which are the creation of holistic, entrepreneurial and balanced graduates, a nation of lifelong learners, globalized online learning and the transformation of higher education delivery. With the creation and contribution of blended learning through our SMARTUMS, Massive Open Online Courses (MOOCs) and the Open Educational Resources (OER Institutional Repository) by academic staffs of UMS we are indeed already in the realization of the Malaysia Education Blueprint 2015-2025 (Higher Education) - in particular Shift 9 - Globalised Online Learning.

CEL works in close collaboration with:

1. The Center for Excellence in Teaching and Learning, UMS in order to ensure compliance with regulatory bodies such as the Malaysian Qualification Agency and specific polices or guidelines issued by the Ministry of Higher Education.
2. The Department of Information, Communication & Technology, UMS to provide and maintain the appropriate infrastructure and info structures.
3. All Faculties and faculty members to ensure compliance of KPIs by the Ministry of Higher Education
4. The Centre for External Education to advice on pedagogical application of blended Learning across Lifelong Learning Program.
5. The Training Unit of UMS to support and sustain continuing training.

CEL aims to achieve its objectives via the following interventions:

1. Training of students in the use of technology in learning.
2. Training of academic and support staff with regard to current technologies in Cybergogy, Paragogy & Heutagogy.
3. Development, management and quality assurance of the SMARTUMSv3 learning platform.
4. Development, management and quality assurance of Massive Open Online Courses (MOOCs).
5. Development, management and quality assurance of an institutional OER repository.
6. Research and Development in the area of e-learning.
7. Collaboration with national and international agencies on projects related to e-learning.
8. Development of mechanisms for the integration of conventional and technology enhanced learning via credit transfers.
9. Organizing competitive events to showcase innovations in e-learning among the academic and student community of UMS.
10. Identification, acquisition and distribution of open source or commercial software for the development of blended learning and online learning platforms.

CEL currently collaborates with the Commonwealth of Learning (Vancouver, Canada) for the development of the policy framework for UMS Teachnology Enhanced Learning policy.
