Assalamualaikum and warm greetings from Ministry of Science, Technology and Innovation (MOSTI).

2. We are pleased to inform that MOSTI as Malaysia’s focal point for the Asia-Pacific Economic CooperationPolicy Partnership on Science, Technology and Innovation (APEC PPSTI), would like to invite participation in the opening for APEC Funds Session2, 2021 on projects related to APEC Agenda in helping create tangible benefits for the Asia-Pacific region. APEC-funded projects can be delivered through activities i.e. workshops, symposia, seminars, training events, policy research which enable member economies to improve their institutional structures and processes. 

 

3. Project owners (POs) who wish to bid for the funds are required tosubmit their Concept Note (CN) as per Annex A in not more than 3 pages, and to choose the best suited APEC project funding sources as stated below to streamline the bidding process: 

 

i. General Project Account (GPA)

Funding Priority AreasSupport all types of APEC projects especially in areas in line with the theme for APEC 2021, which priorities comprises of (i) Economic and Trade Policies that Strengthen Recovery; (ii) Increasing Inclusion and Sustainability for Recovery; and (iii) Pursuing Innovation and Digitally-Enabled Recovery. The priorities for New Zealand, APEC 2021 as per Annex B.

 

ii. APEC Support Fund (ASF) - General Fund

Funding Priority Areas

  • Developing Human Capital;
  • Developing stable, safe and efficient capital markets through structural reform;
  • Strengthening economic infrastructure;
  • Facilitating technology flows and harnessing technologies for the future;
  • Safeguarding the quality of life through environmentally sound growth; and
  • Developing and strengthening the dynamism of Small and Medium Enterprises (SMEs);
  • Integration into the global economy;
  • Human security and counter-terrorism capacity building;
  • Promoting the development of knowledge-based economies; and
  • Addressing social dimension of globalisation.

 

iii. APEC Support Fund (ASF)- Sub-Fund

  • Sub-Fund on Human Security
  • Sub-Fund on Energy Efficiency and Low Carbon Measures
  • Sub-Fund on Supply Chain Connectivity
  • Sub-Fund on Mining
  • Sub-Fund on Free Trade Area of the Asia-Pacific and Global Value Chains
  • Sub-Fund on Innovative Development, Economic Reform and Growth
  • Sub-Fund on Connectivity
  • Sub-Fund on Micro, Small and Medium Enterprises
  • Sub-Fund on the Renewed APEC Agenda for Structural Reform (RAASR)
  • Sub-Fund on Women and the Economy
  • Sub-Fund on Economic Development in Remote Areas
  • Sub-Fund on Digital Innovation
  • Sub-Fund on Marine Debris Management and Innovation

 

iv. Trade and Investment Liberalization and Facilitation Special Account (TILF)

Funding Priority AreasTrade and investment liberalization and facilitation in at least one of the 15 areas below:

  • Tariffs
  • Non-Tariff measures
  • Services (telecommunications, transportation, energy and tourism sectors)
  • Investment
  • Standards and Conformance
  • Customs procedures
  • Intellectual Property Rights
  • Competition Policy
  • Government Procurement
  • Deregulation/ Regulatory review and reform
  • Implementation of WTO’s obligation (including RULES OF ORIGIN) 
  • Dispute Mediation
  • Mobility of Business People
  • Information gathering and analysis (groundwork) 
  • Strengthening economic legal infrastructure

 

Refer Annex C for relevant development materials as important guidelines to APEC Funds application.

 

4.The submission date of the CN is on 5May 2021. MOSTI will ONLY assist projects related to science, technology and innovation under APEC PPSTI fora to secure co-sponsoring economies for the project. For other projects, we will assist in channeling to ministries related. Hence, we urge all submission of the Concept Notes to reach the national secretariat (undersigned) before the deadline. We recommend the applicant to refer to the Annex D, E and F to gain knowledge on the preparation and scopes of the Concept Notes. We advise all applicants to submit earlier than the stipulated deadline to give ample time for the national secretariat to review and POs to make amendments to the CN before circulation to APEC Secretariat. ONLY successful candidate will be notified. Should you not receive any reply from us within two months, please consider your application as unsuccessful.

With lessons from the pandemic, we can now imagine and create innovative pathways to recovery for a more resilient and prosperous future, by generating more jobs and better health outcomes.  Innovation can change the way affected communities interact and interface with the world to ease the challenges and restrictions caused by the pandemic. Hence it's crucial to crowdsource and support innovative ideas and inventions that address important needs.

 

The IsDB has a longstanding commitment to harnessing the power of Science, Technology, and Innovation (STI) to help solve the global development challenges. Our US $500 million Transform Fund, launched in 2018, invests in testing early-stage innovative ideas and in scaling innovation by providing seed money for innovators, entrepreneurs, startups, SMEs, and institutions. We provide needed initial funding or growth capital to develop and commercialize innovations that will generate economic and social impact.

 

We are pleased to announce the Transform Fund Call for Innovation 2021 will focus entirely on supporting our Member Countries response to recovering from the COVID-19 pandemic with the aim of building a stronger, more resilient, and prosperous future. Open for application submission from 1 April 2021 – 31 May 2021, the Call for Innovation will identify, encourage, and reward innovative, high impact proposals that support the following SDGs:
